Description:

The University of Memphis will act to facilitate a strategic planning process for the District 11 Council. The strategic planning process will be composed of a number of committees co-chaired by Council members and facilitated by faculty members from the University of Memphis. The committees will focus on the core functional planning areas of Homeland Security: Prevention, Recovery, Mitigation, Response, and Joint Operations. The planning process will be directed by Professor Richard Janikowski, as the Principal Investigator, who will be in charge of overall coordination of the process and drafting of the final report and Drs. Randolph Dupont and Arleen Hill, Co-Principal Investigators, who will assist in directing the planning process.

The strategic planning process will develop needs assessments for District 11 and goals and objectives for the District based on needs analysis developed by prior planning processes, various agencies, governmental entities, and community groups and agencies, and the current committees and members involved in District 11. The strategic plan will be designed to meet the needs of District 11 while conforming to the parameters and directions established in the Homeland Security plans at both the state and federal level. A preliminary final report will be developed which will then be presented to various stakeholder groups for feedback. Following collection and analysis of comments and suggestions for the various stakeholder groups, a final report will be prepared for consideration and adoption by the District 11 Council.
